Get yerself into paint

Start>>>All programs>>>Accesories>>>Paint

Open up the offending jumbo file.


Click on Image>>>Stretch and skew

Where it says 100 and 100, put 25 and 25.

It should be 1/16th the size now, save as whatever again (make sure its still jpeg)
