Problem with Anti social Kids

One of the problems, is that the kids any not climbing over my wall, but a neighbours wall. Pretty sure that the tenant of this house has no intention of putting up the 'bird spikes' or buying 'anti climb paint'. I'd be more than willling to contribute to the purchase of this.

I've contacted the wardens of the local council. They have a department which looks after anti-social behaviour. Not sure what will come of it though. Assuming that the kids are local, i have a good idea which school they go to. We can contact the school, which re-opens the end of this week, but i'm not sure what they can/will do.
