Is it goal difference or the result of the match between the two teams which determines who qualifies ?

Indeed that happened in Italia 90.

Holland and Ireland finished exactly equal in their group, so lots were drawn to see who got who in the second round. Holland got West Germany (with Frank Rijkaard spitting at Rudi Voeller) and Ireland got Romania (with David O'Leary scoring the winning penalty in the shootout).

Wasn't that different though? Didn't they have a "X highest placed losers" go through that year from a few groups?

What would happen if two teams tied for 2nd this yr?

If Switzerland draw with Korea now, then they draw lots apparently to see who finishes top between France and Switzerland


If goal difference and goals scored were to be the same and the two teams drew their group match.

I believe that would be the case.

It would be exactly the same - lots would be drawn. One team would get 'you can play in the next round' and the other would get 'you fly home now'.

That would be slightly harsh.
