The min raiser is either strong or weak (i.e. leaving you space to come over the top or leaving himself chips should he need to fold). It is very likely that they are both weak here but the first guy is likely to be the strongest, i push because it's more likely the min raiser is just playing badly (i.e. why isn't he shoving).
