this is my first post and im just looking for some opinions on what would be the best move in this situation, who folds, raises, calls?

Short-handed I am willing to go broke here (if they do have As or K's or something that beats queens) against most players but full-ring i'm not sure .  Decisions like this are very player dependant, depends on their 3-betting range pre and if it includes J's 10's (or even rags) then you should be happy to play this flop.  If he's a very tight player then its tougher.

i would possibly not check and pop in a bet around 3/4 of the pot see what he does. hard to make a real decision without any information on the player.

a good player may reraise regardless but at .5/1 you should be ok

Fold.

In a full-handed cash game against an unknown opponent, calling here out of position is a long term losing play. (On these tables, fully-stacked players that re-raise pre-flop UTG+1 have AA or KK the majority of times.)

I 'd be tempted to push. I also would have rereraised pre-flop. (but I suck at cash games).I reckon your queens are still good. But you should have lead out on the flop unless you were going to check raise here.
Checking this flop can only lead to trouble, what if he checks aswell? then you're just handing out free cards to anyone holding AK or the open ended straight or flush draw.
