Your given 100£ free bet. You are allowed to play Roulette or Blackjack, you have to put the £100 on a single bet. After, you get the profit or win nothing. Which would people go for? You aren't taking a long term view just a one off proposition, so value becomes relative ie: the best value is the biggest return. i suggest number 18 although there is no hard and fast rule as to which number to choose.
