2 i can think of ed but i think you would more than likely thinking of soviet union seeing as you have been working over in that part of the world

before that the swedish relm (including finland at the time) also had a 30th of feb but ended that around 1700

sweden is correct. IIRC the rest of europe changed their calendars but sweden decided to be smart and run out of sync. changed their mind a bit later and had to add in extra days to catch up.
