Annan took the space created by Gretna going out of business at the end of last season. They went into the 3rd division and each of the play-off losers got promoted to fill up the 1st and 2nd divisions. The Gretna from last season are completely dead but I think some fans have saved/bought the name and are hoping to get a team up and running in a local league. Annan winning was certainly a shock for me, Dumbarton - I expected to win after reading in the paper the dya they spent big and no excuses for QoTS.
