No. If only 5 people get knocked out in the first two levels (the most common rule for alternates in my experience), then only 5 alternates will get into the tournament, even if there are a hundred on the list. Of course, if the term is used for additional players joining additional tables (as gatso mentioned), then I see no reason why a lot (if not all) shouldn't play.
