Villain reaches for chips and is about to throw them over line when dealer announces the bet is £129. Hero insta announces call. Villian who still has chips in hand now puts them down and taps table to check. Floor is called and should rule?

Might be an angle shoot but from what you've said it's a dealer mistake. Either way not too much there to get a ruling in your favour.
