Like you say Croatia and Norway are 8 and 11 but fail to get to the tournament where the best 32 teams in the world compete. How many European teams get to the world cup? Does it depend on where it's held? Must be around 12. So not even the Euro bias explains it. Quarter finalists Argentina are worse than out in the groups Italy? Semi finalists Uruguay are worse than France who went out in the group......that was topped by Uruguay? Was a joke that Spain were number 1 when all they've won is a Euro's and a World Cup. Also good to see that the mistakes of previous rankings have been corrected and England take up 4th position once again. Thoroughly deserved.
