If he's prepared to do single bet re-raises on the flop, he would call an all in, especially if he has top pair with top kicker. Yes you are right you prob don't get rid of him but he is a mile behind at this stage make him pay. I don't see the logic in slowing down on that flop, you have a good hand (almost certainly the best at this stage) but its vunerable. Two pair is far from a lock on any board.
