If suspecting the players of collusion then yes IMO. also, quite a few card rooms (casinos) have the shitty "Must always show" rule so it wouldn't surprise me if a dealer did this. At showdown, both hands should be tabled in order, and it is important to remember that cards speak. A player saying "ace high" is not a declaration of their hand. As far as general etiquette goes, the winning hand is normally tabled immediately and the other hand can be mucked quietly. If the player winning the pot asks to see the losing hand, this should be honoured, and the dealer should prevent the cards from being mucked in this situation.
