This is different. There were sufficient stacks at the table to deal but as there was only one actual player they made him wait. Seems very weird. It'd look farcical but don't see why you wouldn't do this if the tournament clock is running.

Dusk dont open a table with less than 4 players and balence with exsisting players.

Our current rule is there has ro be a minimum 2 players, however TD can use discretion after a few minutes. We will have a lively debate at our next Supervisor meeting and let you know if we have decided to make a change. It was meant to be 10 handed as it was a shootout, but because of low numbers they made it 6 handed, so when ppl (includung DN) didn't turn up on time they lost many more chips than if it was 10 handed.
