Not sure why he would bet fold that river as it is such a good bluff card for you so would think he is far more likely to check call any hand with showdown. This leads me to believe you are either winning or he has a v.strong value hand.

Thoughts on raising flop then flatting the 3bet to jam over any bet on turn?

This

As played, not the worst card in the deck to try to bluff with although I'm not sure we're repping much more than QJ, maybe K9.  If we raise the turn we're a world of sets.

Is he the type of player that can do half his stack and not click the 'must know' button on the end?

Feels like a spot to raise the turn. As played though I'm folding most my river thin value hands in this spot so ur bluff can't be bad.

pads what are you doing if he chks the river?

raising the river, not sure if we get anyhting better to fold. 88, 9* maybe but I don't know how strong it really looks and our equity has improved and we now have a half decent bluff catcher as well, so not sure how much i like raising the turn. I think your raise river line is cooler personally.
