If it's in a public area and there's a higher risk of damage to life and property, different story. My basic position is to value human life, tho. The only way you can get to a figure like this is to include all the development costs of the years that people spent getting to this point. A lot of the cost apportionments will be pretty arbitrary but, even if we accept your figure, they are sunk costs. The relevant cost now is the replacement cost which, at this stage, amounts to little more than the cost of the bits that it is made from.
