I like to occasionally limp hands like this here for mass deception if I flop hard.  When I flop top pair on a low board, how do you approach the hand?  Opponents are loose passive fish.  Am I just creating problems limping this hand, or can I play it but only proceed on flop if I flop trips, 2 pair and strong draws (bit of an oxymoron as I am playing 9 high)

9-6 suited or unsuited is just going to be so hard to play profitably, particularly OOP. I understand the value with the callers so far but the action is unfinished and the times you hit 2 pair, trips etc are obv going to be so rare to justify the 'value' of the call. Your 9 high flush draw may also be behind already in a multi-way pot. As played I'd definitely bet the flop and fold to resistance, given you're first to act you're going to pick up the pot on the flop a decent % of the time.

Completing here is fine, I would lead flop nearly always and fold to any aggression. Its fine to limp behind others when stacks are deeper too, though it depends on your abilty postflop, ie. picking up pots when no one is interested, aswell as not paying off second best hands.
