At worst they have 1010. So probably looking at a range of AQ+ and JJ+ our AQ doesn't play great vs this range. His stats don't suggest a fish so would assume he has looked at stacks behind him before 3 betting .

Despite the fact that UTG is the 2011 BTN, I can't seem him being light often enough. Even the worst players manage to pull the trigger eventually sometimes however. His stats are decently aggro but then again only 35 hands. Are they all from this table? Do you know his Fold to 3b?
