Gambling for money is illegal in Japan. 

Many Japanese love a gamble in the 'pachinko' parlours (a mind-numbingly boring game that people can 'beat' by working out which machines will pay out because of the layout of their pins), but they aren't allowed to payout in money. Instead they give prizes to those who win.  Unofficially, you can redeem this prizes for cash out the back, but that's obviously not legal.

I bet Stars would love poker to be legal in Japan (and South Korea), two big and affluent markets with a high-level of broadband penetration, etc.
