Hi I haven't been charged. My job involves adjusting highways claims (on behalf of insurers), and acting against the highways agency. This claim involves a spillage of offal, which when cleared has left a fatty residue. The HA have (after 24 hours of "attempted cleaning"), decided to replace the road surface. I think how much would depend on how quickly the spillage was reacted to. You'd expect them to exhaust all methods of cleaning that are cheaper than replacing the road surface.
