I'm going for CALL. I think that by calling you are effectively teaming up with the big stack to take out the shorty. Assuming that the short stack has any random two cards, it would make him about 25% to beat both of you, so you are effectively a 3 to 1 ON  favourite to get a seat by calling. If the shorty wins, but you beat the big stack, you still improve your chances, so there is addded equity there too.
 I may well be wrong , but, it's a CALL for me. Good spot. :)

I've plugged some numbers on this and played about with some ranges and it turns out to be a pretty easy call.

Even if btn and sb only get it in with 50% of hands we still make $31.75 on a call (according to ICM).

Having played these kind of satellites for all my life in pokerstars, especially these hyper turbos, without knowing anything about ICMS etc,if the Chip leader is rasing ( and covers both SB and BB) and the SB is going all in, I am SNAP folding anything less than JJ. So, A3 off is a clear,clear FOLD FOLD for me.

's a satellite though. We either win a seat or we win nothing. Also, is button raising light when he knows that he's getting called in at least one spot, and likely to be called in two? He can easily fold here and let the two shorties battle in the blinds.

Yeh assuming capability on the part of the button he should be shoving any two cards.  But lets assume that he isn't, please see attached equity charts for the button shoving 40% and 70% of hands:

If he's shoving 70%, its actually slightly profitable to overcall with 32o.

And if the button shoves 100% like he's supposed to, then A3o nets us $24.13, which is massive.
