Obviously down. (Unless the treads are on the front face of the steps and the sun is shining out of the pavement).

Ha. It's not obvious to me. the sunlight actually makes me think its coming up, but the stairs itself like tom says make me think it's coming down.

I would say up , with the sun coming in at the foot of the stairs and the treads at the front edge of the step.

Assuming you're correct and it's on its way down.....

Look at the top of the stairs from a safety point of view. The top step appears directly in alignment with the floor and there's no rail in sight. That's one hell of a hole in the ground!!

The steps run between two buildings.

Judging by the cat's body-language it appears to be going up.

This for me.

What difference does that make? Have you ever seen accessible steps with no kind of guard rail at the top whatsoever?

I have yes. Kind of like this. There is no hole, as it were, because the buildings are on either side.

Exactly my point. In the cat picture once you get to the 'top' there are no buildings either side. It appears (to me at least) to be in the horizontal plane.

Look at the two lines at the 'top' of the stairs. These are your walls. If they were vertical they would appear to get closer together as they tend away from the camera. They don't though they get wider towards the top so they must be closer to the camera. Ergo the camera is at the bottom of the steps and the cat is coming towards us.
