Two officers received final written warnings - the highest sanctions available

If those are the highest sanctions available, what did they warn them would happen, that they would get another warning?

Presumably they mean the highest sanction available, at the time, in the disciplinary process, short of dismissal.

Generally, a final written warning is the highest sanction for a first misconduct offence (as opposed to gross misconduct).

I presume that's what is meant.
