There's no indication that anyone will be denied treatment if they haven't got ID, they've more suggested that they'll try and work on some method for those that don't own any ID. Kind of what I assumed but with no knowledge. Massive undertaking to get yourself in a position to actually charge. No idea if it's worth it for the revenue it might collect.
