Just calling the raise rather than re-raising is the stop......betting out, out of position, is the Go. You dont have many chips and if you go all in you KNOW they will call, there is no way they can pass even with 23os.
You know your hand is probably ahead, but you really would prefer to have them fold than call the bet. Say you have 22 or AJ etc. So if you call and the flop comes Q93 and you now push in with your 22 you give your opponent the chance to fold his 67 etc. It's the last ditch attempt of tournament survival.
