Think of it this way.. .if you just call here when he has a draw, then you lose the pot when he hits, and dont get any more (generally) when he misses. Now, if you raise the turn, you lose the pot when he hits (obv) but you make more when he misses... so you are gaining much more profit out of people who are drawing
Now, he might have a made hand already, if thats the case then you are building a pot on the turn that will enable him to get commited to on the river, and you are protecting yourself from losing action if a scare card comes on the river. By slowplaying it, you are seemingly keeping the pot small, waiting for a "safe" card to come before you get busy, but by that time, you have lost a potential customer (ie the drawer) a pretty good % of the time. Of course, if he has nothing, then you miss out on a bluff by him on the river, but being OOP, u would have to be checking to him, and if you check here too often, you are losing too much value from the hand. he has to call behind if he has part of it, even a draw if you are feeling fruity the check on the river on a blank is often a red rag to a bull and he can value bet for you.
