You have to love the BBC / government.

Cost per year of this channel £14-£21m per annum (dependant upon the reports)
Gaelic speakers according to 2001 census 58,000.
Average cost per speaker of the new channel £240-£360 per annum.

BBC's "target audience of 250,000 people "in the short term" for the Gaelic-language service." Note this is 4 x the actual number of Gaelic speakers! which has been declining.

Based on the above, the BBC expects 80% of the viewing audience to not have a clue what is being said!

Most of the viewers of Gaelic programming are children, who will not have appeared on the last census.

Bilingual children tend to pwn more in later life.
