It looks like an earth strap clamp for an arc welder.

Someone on Twitter replied;


Removes bearings off the ends of printing rollers. Used them many times.

I'm none the wiser, but google image says these are printing rollers;

No other photo or angle available Tom, sorry. It's generated a lot of debate on her Twitter feed though.

I think it might be an old type live line tap, used to make part of the electric overhead line network safe to work on without switching the whole line off, this is a pic of what they use today.
