Why wouldn't Mr Bellway, or Mr Chinese restaurant owner who wants Pagoda, if they wanted to buy a private plate get it himself from the DVLA before James or another reseller buys it and then charges a big premium?

You can rollback to a system restore point in Vista.  Only takes a few minutes to reboot into safe mode and then do a system restore.
