Expedia are a pretty good place to start - they usually give a good overview of options and importantly they almost always include all charges (some sites don't).  The person/room is irrelevant its just the way expedia presents the cost and nothing today with the odd UK habit of charging per person.
I'm not sure if you are agreeing or disagreeing with me.  My point is that if you look on travel websites, they might charge a package of £600 per person based on 2 sharing, for example.  But when you break it down, the flights are £400 each, meaning you have just paid £200 each for the room.  Typically, that room would have only cost £200 between you if booked direct with the hotel, who charge by the room , not by the person.
