How do sites get reputations for having soft games?    For example, I have heard consistently that Paradise and Party have soft cash games.  Wouldn't this make all the strong players go there to exploit the weaker players?

In my opinion from a small stakes player, I would say Pokerstars have the toughest games.  I will be honest, I find it very hard to make a profit at pokerstars compared to another site. I love pokerstars, but I have been playing elsewhere recently due to finding a site with much easier games at the same limits.
