He did play for England as a youngster. I am not a massive football fan, but I have a female friend who is a part time Ryan Giggs stalker.

nope, the answer is myth
he did captain England school boys but to be eligable to play for them you only have to go to school in England. He has two welsh parents, three welsh grandparents and a South African Grandparent. No English, no not eligable.

It goes by place of birth, place of birth of parents or place of birth of grandparents, so as none of those were English by birth he could never have played for England.
With regard to players born outside the country they become eligible after 5 years of citizenship.
