OK, background is 20k starting stack tourn, 60 minute levels, this hand came up on the 3rd level which was 100/200 with a 25 ante.
I had 28k and villain had 16k before the hand started.
Villain was a fairly passive player and had been pushed around by the whole table for the last hour, folding to virtually every bet and although I wouldnt say he was on tilt, I got the impression he had definitely had enough of folding if he hit a flop.

I get QQ utg and raise to 800 and villain called from the sb. No one else in the hand.

Flop J 3 4 with 2 diamonds (I had Q diamonds by the way).

I bet out 1200 which he raised to 4k.

Whats your move?

I'd have shoved.  I'm not good at spotting people with sets when I have over pairs to the board.  At my level I'd expect to be raised by a draw or AJ so I'm happy to shove.

Trust me you get raised by more than that in a comp like this!

So if i flat call, then what?
the turn was the 7 of diamonds putting 3 diamonds on board.
Maybe that slows his set betting down but he stilll probably leads for 5k.

Spose that woulld have meant i could have folded and saved myself 10k ish

bluegh, dont worry about people holding sets so much. You played this perfectly. Maybe flat call if he is capable enough of being bad enough to not understand what type of hand you have when you set him in. Get more value from bluffs/made hands turned into bluffs (55-1010) and random shite maybe by flatting..... Nah, bollox, coz if you weigh it up, he has some random Jack a lot, a drawing hand a bunch, a bluff a bit and a set rarely. Against that range push is by far and away best option.

If he was a really exploitable nit (i dont know, you played with him for 2+ hours), its very possible to just fold to the checkraise on the flop, but you are in helsinki, where chandra khajuria is considered tight.
