Brighton - I'm not sure it is.
1) The Brighton coastline is "srtraight", not bay-shaped.
2) There is no sand at Brighton, it's shingle.
Everything else points to Brighton though, & most - not all - of the mid-sixties Mods v Rockers dust-ups were there. I was there, too - I was a rocker.
