I presume it's for people like me who are absolutely rubbish at telling how old people are by looking at them. If the policy is to challenge anyone that appears to be under 30 it gives the person asking for ID a bit more leeway in avoiding looking like a twat when as far as they can tell the person they are serving could be anywhere between 16 and 26.
