sheriff will need to answer if a waiver position can be swapped/traded. i haven't seen it but thats not to say it is nto allowed

Doubtful, but theres nothing to stop it being decided between yourselves as part of a deal that one of you will use the number 1 waiver to pick up whoever they want then ship him off to the other straight away.

I'd prefer not to make waiver positions tradeable, as it would require too much intervention to manage this.

As per Brent's suggestion there are informal ways to deal with things, but remember that any subsequent trade activity needs to be reasonable, so don't simply ship over a player you've agreed to pick up on waivers to another manager without anything being received in return.
