He clearly doesn't meet the strict requirements to even apply let alone actually seriously run.

apparently paying him £250,000 and seeking £2m from the public for the campaign

sadly, given its a marketing wheeze first and foremost given who is behind it, it won't get off the ground

£165k for a website for it is a laugh, like the article says, we're in the wrong business!  I'd happily make one for just £95k.
