Someone on Twitter replied;
Removes bearings off the ends of printing rollers. Used them many times.
I'm none the wiser, but google image says these are printing rollers;

I think it might be an old type live line tap, used to make part of the electric overhead line network safe to work on without switching the whole line off, this is a pic of what they use today.
