Obviously Big Blind. However I play at one place where they moving the seat corresponding to the vacant seat and that works and IS very fair. It's major downside is the amount of time it takes to flap about getting the right person to move. "is it 3 from the button or 4?" etc etc.

Sheffield have an idiosynchratic method of moving the BB who then chooses the BEST seat (unless he's thick) when arriving at the new table. I still haven't figured out the logic behind that one

It is random....ish During the EPT we saw some very dodgy BB moving, they wanted certain players to be on the TV table so the TD's loiterd untill that player was in the BB......
