Its possible he has AK/AQ and didn't want to raise oop but also has 1010 99 type hands here a lot too and we just don't need to get it in here this early. Even if he shows 23 off this time round my thoughts are that if we played this hand 100 times and called every time our call would be -EV. If sb has a good, but ultimately vulnerable pair, why would he limp after an ep limper? I can see him having 9-9/10-10 if it was bvb and Chompy had been punishing his sb limps. That's not a bad trap. But unless he thinks Chompy will raise that ep limp the trap with say J-J is useless, he would only be trapping himself. The key is the limp-insta-push imo cos I don't think 9-9 is big enough to avoid even a moments dwell really. Agree that A-K/A-Q could insta push but bigger pairs doing this (unless wtf A-A) is not a believable enough strat to stop me calling.
