The principle is that it's the people in the house on census night errm, pretty sure that's wrong The historical principle for 200 years was who is in the property - that got amended to reflect more modern thinking into the wording of 'who usually lives there', but if in doubt the underlying principle of who is actually there would probably be a good fall back position. Playing devil's advocate, I'd imagine they have pretty similar impacts in terms of local/national government planning (the excuse for the census in the first place). Ooops. We sent ours a week or so back. thought it said must be completed BY the 27th lol 27th was a suggested date for completion, but it wasn't compulsory. We (along with pretty much everyone I've talked to at work) did it online sometime in the last couple of weeks. That's the reason why ethnicity data is never collected accurately, it relies on an imiposed definition rather than a natural one. The resulting analysis is therefore skewed depending on how those defintions are written - for example, most ethnic monitoring data doesn't have either Gypsy or Irish Traveller on it, so the resulting analysis on it is skewed against that demographic.
