4  Poker Forums / The Rail / IMPORTANT NEWS - Israeli judge rules poker is A GAME OF SKILL!! on: May 12, 2007, 04:40:39 PM
The Israeli Poker Association has announced that it received an official go-ahead from the police to hold the national poker championship for 2007.

As stated, the national poker championship was supposed to be held in January 2007 at the Exhibition Center in Tel Aviv. Shortly before the scheduled time of the tournament, however, Israel Police announced a ban on holding the tournament, basing its ban on the claim that poker was a game of luck.

In light of the police's surprising announcement, the Israeli Poker Association turned to lawyers Vered Cohen and Raanan Ben-Or, and asked them to take legal action in order to receive approval for holding the tournament. The lawyers turned to Professor Ehud Lehrer, who is Head of the Department of Statistics at the University of Tel Aviv, and asked him to give an opinion on the significance of the factor of luck in the game of poker.

Professor Lehrer researched the issue in an in-depth manner and eventually submitted an unequivocal opinion according to which "knowledge, understanding, and ability all have a decisive influence on the player's chance to advance and win during the tournament. Thus, the outcome of the tournament is unequivocally more dependent on knowledge, understanding and ability than luck."

Professor Lehrer added that in his opinion, "players in the tournament are required to set and change their game strategies throughout the entire game, while carrying out a mathematical, logistic, and psychological analysis of the progress and nature of the game in opposition to the other players around the table."

In light of Professor Lehrer unequivical findings, the Israeli Poker Association decided to again turn to the police with the research findings. The police and the District Attorney's Office decided to allow the tournament to go ahead in light of the new findings brought before them.

The UKPCA (www.ukpca.co.uk) have a petition on the No 10 website to allow poker to be a subscribed game under the 2005 Gaming Act. We need as many signatures as possible to  try to impress on the DCMS the importance of allowing regulated poker to be played outside of a casino environment. You only need to look at the recent Dusk Till Dawn scenario to see how vindictive the casinos are - even though DTD only wanted to play poker and not any of the "house" games three casino groups lodged an application to stop DTD opening for another 6 months at least. We want to be regulated and we need poker to be "prescribed" under the 2005 Act. Please sign up and help us and email this link to as many poker players as you have in your address book.

The petition can be found at http://petitions.pm.gov.uk/Poker-UK/

Thank You

UK POKER INDUSTRY LAUNCHES TRADE ASSOCIATION
TO CHAMPION CAUSE OF RECREATIONAL POKER PLAYERS

UKPCA to fight for the reclassification of poker as a prescribed game

20 April 2007: The UK’s first trade association for the poker club industry has been launched today by 13 of the UK’s leading poker clubs.  The United Kingdom Poker Clubs Association (UKPCA) will help poker players and private members’ poker clubs, who are concerned about the impact of the 2005 Gambling Act on the poker club industry. The UKPCA intends to campaign for the reclassification of poker as a “prescribed” game, like the games bridge and whist.

Key Points:

•   UKPCA to champion cause of recreational poker players
•   Gambling Act does not yet recognise poker as a prescribed game
•   Poker is predominantly a game of skill
•   Current exclusion of poker, while favouring bridge and whist as prescribed games, is unfounded
•   The Gambling Act could lead to the closure of private members’ poker clubs, driving the UK’s two million poker players into casinos or ‘underground’

The UKPCA (www.ukpca.co.uk) represents over 72,000 members and will champion the cause of recreational poker players, and ensure equitable treatment and fair application of the regulations included in the Gambling Act to its membership.

The 2005 Gambling Act comes into force on 01 September 2007.  Clubs that hold gaming licences will be allowed to host one prescribed game. At present, these arrangements will only apply to bridge and whist, but not poker which could lead to the closure of many poker clubs.

Poker is one of the fastest growing card games in the UK with over two million participants.  Even though it is a game of equal chance it has not been officially classified by the Government as a prescribed game.  Poker is a game of equal chance, because like whist and bridge, every player has an equal chance to win at the outset of a game.

There is no ‘house’ or unfair odds in poker, just players with an equal chance of success at the start. As with bridge and whist, it is the skill of the players that largely determines the eventual winner. Poker should therefore also be classified as a prescribed game.

The UKPCA believes that the British public should be able to play poker in dedicated poker clubs.  Poker clubs provide safe, regulated locations, with value for money, fixed priced tournaments which are specifically tailored for poker players, without the gambling distractions that casinos provide.  The UKPCA would therefore oppose the implementation of regulations by the Secretary of State pursuant to the Gambling Act that would restrict the playing of poker in private members’ clubs.

Geoff Owen, Chairman of the UKPCA, commented:

“We believe the exclusion of poker from the list of prescribed games, which instead favours the establishment games of bridge and whist, is out of touch with the rising demand for and popularity of poker.

“Poker clubs provide a relaxed and friendly venue for the public to play poker – a predominantly skill-based game and leisure activity enjoyed by thousands of people across the UK.  There is a real risk that any failure to give anxious consideration to the recommendations and advice of the poker industry will result in the closure of the UK’s poker clubs.

“Our concern is that the current regulatory proposals will see poker players becoming more vulnerable to problem gambling if forced to play in a casino.  It could also result in a considerable rise in online poker activity and unregulated ‘underground’ poker, as players seek alternative venues away from a casino environment.

“We are confident that the UKPCA can provide accurate and persuasive information and advice to the Gambling Commission, the Department of Culture Media and Sport and, subsequently, the general public,  with a view to bringing poker safely within the regulatory framework of the Gambling Act 2005 whilst avoiding the undesirable consequences of a wholesale closure of poker clubs across the United Kingdom. This will involve agreeing a detailed code of practice for poker clubs in the United Kingdom that will be endorsed by the UKPCA and rigorously enforced by the Gambling Commission.”

Notes to Editors:

The aim of the UKPCA is to ensure that the provision of facilities for poker is brought within the regulatory framework of the implementation plan for the Gambling Act 2005.

The 13 poker clubs to have formed the trade association represent poker clubs come from across the country and are:

Big Bluff, Enfield - Big Slick, Purley - Chiswick Poker Club – Cincinnatis, Glasgow - Equal Chance, Walthamstow - Lucky Fish, Hastings - Sovereign Poker Club, Aldershot - The Circuit, Camden - The Full House, Reigate - The Gutshot, Clerkenwell - The Rivercard Club, Stanmore - The Western, Park Royal – Club Havana, St Albans

Western Club shows strength in depth.

We took 14 runners who qualified from The Western club. One of them cashed in before the event started and 8 made it through the first day. We now have the chip leader Danny Dborin and two other in the last 41 - David Barker on 135000 chips and Jon Wong who finished 4th last year on 80000 chips.

Just goes to show the quality of players at The Western I suppose!

Hi - Geoff from The Western Club. I saw a post on the hendon mob forum and linked to this post. What is the situation with P4C and the proceeds of this event because obviously in hosting the event we feel responsible if the monies have not been allocated properly. Can someone let me know what has happened (or not) please.

Thanks and A Happy New Year

Dave Binstock went out in the most cruel way to David (J) Lloyd.
Dave called all in with A9 and Dave Lloyd showed A9 as well.
rag club rag DL has Ace Clubs
Runner Runner club and Dave "Lord" Binstock is out.
Very cruel because he needed a top 9 finish for the $8500 package to Turks & Caicos Islands.
Our own man Alex Nyezi is now guaranteed to be there now but even he was sad to see Dave go out in such a way.

PJ Scheiner goes out and now there are 12 left

Theo Dalton goes out in 24th but after an hour and a half we still have all the others playing. This is real poker with the blind structure and the clock -nobody can complain that they couldnt play poker in this event.

23rd Alan Vinson goes out with AQ against AK with 2 kings hitting the table.
22nd Dave Rudling crashes
21st The leader of the points for Turks & Caicos tickets Alex Nyezi goes out after 2 bad calls

Now Alex is hoping that he can hold on to the ticket.

Those that affect him are Dave "Lord" Binstock , Dangerous Des Jonas, Paul "Muzzy" Murrell and Ian Woodley (the first person to win a £1million on a quiz show)

So it is 7pm and we still have 20 left.

Cash games running if anyone is interested?

Nearly 8pm, the players and spectators enjoyed a complimentary Roast Sunday Dinner and we went back to the tables.

Dave Mobbs went out in 19th
Muzzy Murrell went out in 18th.

Dave Binstock raised with KK and Jeff Rogers went all in with AA, Ian Woodley had already passed 99,
Dave looked at Jeff and said "I think you beat me -I cant call" and passed KK - not many players could do that but Lord Binstock was correct and although he is down to 18k he is still in the comp.

For all Matt Dale fans -he has 125000 chips -SHURELY NOT!!!!

Kev - If you are not in Barcelona why have we not seen you down here this week? I had arranged with George and Derek to freeroll you for all the events, I had a teenage model in the hotel for you and a chauffeur driven limo to take you to the nightclubs after. Johnny Chan was going to take you back to Vegas as his minder and you would have lived your life surrounded by poker and gorgeous women -still never mind -you will always have Colchester.
