4 2 suited needs to hit A 3 5 rainbow to be the nuts and will rarely remain the nuts through to the river.
The 2 3 that you're holding are more likely to lead to trouble leaving you with Q 9 which again is hardly ever going to give you the nuts.
In omaha I'm usually looking for a good made hand with some decent improvement potential. Anything you hit with this hand pre isn't likely to get improved by your other 2 cards meaning that at best you are playing a none nut hand down to the river hoping for the best.
So erm.... Fold pre.
