I use Corel Draw for things like this but something like Powerpoint may be more accessible

I work in the printing graphics industry and as a guide try to avoid powerpoint. Pretty much any of the pc freebie/cheapy softwares cause so much trouble at production stage they arent worth the pain and heartache. Whatever you use make sure you can save a hi res pdf from the software and someone should be able to edit the files and use them.

MS Publisher if you have it

If you need a pdf, cute pdf is free and very easy to install and use. www.cutepdf.com
