Been sent this square. Well actually it's a planner's map. Each dot represents a town. I've been asked to link the towns with track. Each town must be accessible from any other town. But track, due to astronomical metal costs, is at a huge premium, so I must use as little as possible. Any ideas?

It goes like this, which is very much like how the M1, M6 and M5 are laid out.
