Definition of gambling involves risk and monetary gain. If you're all playing with Nanny Ada's jar of coppers, given she counts them back into the jar of Bell's on your way out, you could be any age to play.

That's my reading of it, anyway. Happy to be wrong. Never get me gambling. Whatever I do, there's no hope of monetary gain.
