I'm not sure what to think about this. Surely shooting a man in a speeding car puts the public in more danger than any of the other options would.

They could have just called off the chase. I know that this too has consequences, but surely it's the lesser of two evils.

I'm not saying it would be safe of course, just that not chasing him so that he might not crash might be safer than shooting him so that he definitely would crash.

Exactly.  It might be safer.  Having had the experience of a car coming the wrong way at me on a dual carriageway only a few weeks ago, that really isn't safe either. 

I dare say I would never have shot him, but there is no saying if this would have increased or reduced casualties.

Most definitely wasn't rational.  I didn't panic until I realised I was too calm and wasn't rational.
