I'm not sure what to think about this. Surely shooting a man in a speeding car puts the public in more danger than any of the other options would.

Nah shooting the driver will slow and stop the vehicle, giving the on coming traffic more time to slow down and avoid it.

be safer. Having had the experience of a car coming the wrong way at me on a dual carriageway only a few weeks ago, that really isn't safe either.
I dare say I would never have shot him, but there is no saying if this would have increased or reduced casualties.

Most definitely wasn't rational. I didn't panic until I realised I was too calm and wasn't rational.
