I'm passing my old PC on to someone else. Is there a quick way to reset to factory settings and deleting all I don't need?

More details of the PC would help.

Some manufacturers keep a seperate partition on the hard disk which has a copy of the original state of the disk for this re-install purpose, or you may have some 'system recovery' cd's for the system.

If neither of these, your just looking at a reformat, reinstall from your XP / OS Media.

From Compaq Forum :p-

When you start your computer start tapping the F11, or F12 button and you should get the system restore partition. If not, then you should go to hp website and look up that model to find out how to get to the restore option. I beleive all compaqs have a restore partition on them
