Before the shut down you could register for the 8 oclock start tournaments so I can only assume it will be down until before then

someone in pokerstars turns a very powerful computer off and on again.  When it comes back on again, the very powerful computer might run a bit better and it might also have found that someone uploaded some code changes that makes the stars software look or behave a bit different since last time.

Stars do announce their server restarts about 24 hours before they happen in the lobbies in software via twitter and you can be put on an email notification list.

They happen every couple of weeks and are always midweek at midday uk time.
