$5k PLO 6-max preflop spot

Should be a relatively simple spot, mostly determined by ICM.
Blinds are 1k/2k, I'm in the BB with 9s8h6c5c and 33k to start the hand. UTG+1 has not much more than me and limps - he's young and has been playing very 'hood', VPIP must be well above 50% and plays very well postflop. We've not tangled a huge amount. BTN also limps - he's old and tight and very deep.
48 left, 42 pay. Raise pre?

Hate raising. I'd check here if wasn't it anywhere near the bubble, and I would tap the table extra hard 6 off the $. You don't really have any fold equity preflop so when you raise you're just going to be playing a 3 way pot oop with a spr of 1.2ish, betcalling a bunch of flops where you have 40-60% equity.
I'd rather check and check shove on utg1 a decent amount, he'l probably be bet folding flop quite exploitatively as he kinda has the initiative and he's vs the old tight man and your bottom 95%.

putting 1 more chip in preflop with this hand is a big mistake. if the BTN were to ISO this would be a pretty easy fold imo.
when 15-20bb deep in these PLO comps the mid run downs are the first hands to the bin
